ECC Announces Annual Meeting 2025 Keynote Speaker: Welcome Home Westchester Leader Tim Foley

The Edgemont Community Council Annual Meeting will be held on Wednesday, April 30th in the Seely Place Elementary School APR (51 Seely Place, Scarsdale, NY 10583). Light refreshments will be served at 7:30PM, with the meeting beginning at 8PM.

This year’s guest speaker is housing advocate Tim Foley. Tim Foley is a leading voice in housing advocacy in Westchester County, dedicated to expanding access to affordable and market-rate housing through strategic partnerships, policy leadership, and community engagement. As CEO of the Building & Realty Institute (BRI), Tim has positioned the organization at the forefront of housing solutions, uniting home builders, remodelers, commercial developers, existing multifamily apartment owners, co-op and condo boards, property managing agents, and others with an interest in housing and real estate in the region to tackle our housing challenges. Recently, the BRI has released a report on the impact of multi-family housing development on school district enrollment. For his work with BRI, Tim was named one of the “Top CEOs and Business Leaders” by 914Inc. Magazine in 2023.

In 2021, Tim and the BRI launched Welcome Home Westchester, a campaign to reshape the conversation around housing by highlighting its economic and social benefits. Under his leadership, the initiative grew into a multi-stakeholder coalition in 2023, bringing together several companies involved in the home building and development of housing with economic leaders like the Westchester County Association and Nonprofit Westchester, academics and think tanks that have extensively examined the housing question, organizations dedicated to fighting against homelessness and supporting families in need, faith leaders and community advocates to drive forward a new conversation around housing in the county. Welcome Home Westchester champions data-driven solutions to the housing shortage, making the case that a thriving Westchester must be an inclusive Westchester — one that provides diverse housing options for all income levels.

Tim’s career in advocacy spans union organizing, public policy, and legislative affairs. Before leading BRI, he was the Communications Director for Assemblywoman Amy Paulin, where he played a key role in policy efforts to combat gun violence, support working families, and fight for tax fairness. Prior to that, he worked for the SEIU Connecticut State Council and the Committee of Interns and Residents-SEIU, leading efforts on housing affordability, paid sick leave, healthcare access, and economic justice at the local, state, and national levels.

A 1998 graduate of Harvard University and a longtime Scarsdale resident and Democratic District Leader, Tim has spent over a decade in grassroots political organizing, advocating for policies that strengthen communities. Tim served as the 2019-2020 President of the Scarsdale Forum, the Scarsdale equivalent of the Edgemont Community Council. He lives in Scarsdale with his wife, Susan Lee, and their two children, Thomas and Eleanor.
