On July 15, 2024, the Edgemont Incorporation Committee (EIC) filed with the Town of Greenburgh its third petition seeking a vote on whether the Edgemont community should incorporate as Greenburgh’s seventh village.
As required by New York Village Law, Town Supervisor Paul Feiner has made the petition available for public inspection and scheduled a public hearing to consider the legal sufficiency of the petition for Friday, August 30, 2024 (the Friday before Labor Day) at 2:00pm at Greenburgh Town Hall. Additionally, Supervisor Feiner has already announced he will adjourn the hearing to September 18th, 2024 at 7:30pm at Greenburgh Town Hall, to provide the community with another opportunity to provide input.
The EIC, an independent group of Edgemont residents, has previously submitted petitions seeking a vote on whether the Edgemont community should incorporate as Greenburgh’s seventh village in 2017 and 2019. These petitions were defeated in court by Supervisor Feiner, with the appellate court siding with Supervisor Feiner that the petitions did not meet the minimum standards.
In 2023, NYS Senate Majority Leader Andrea Stewart-Cousins, who represents all of the Town of Greenburgh, funded an independent third-party analysis studying the potential impacts of Edgemont’s incorporation to become the Town of Greenburgh’s seventh village on both Edgemont and the remainder of Greenburgh. Ultimately, by law, Supervisor Feiner himself will decide if this third petition meets the statutory requirements and will either call for a vote or find the petition invalid. If the petition is rejected, the EIC has already indicated they will again challenge the decision in court.
