One Dromore Apartments in Edgemont Will Provide Affordable Homes for Families in Thriving Community Close to Retail and Employment

One Dromore Apartments, a 45-unit affordable housing development in the Edgemont neighborhood of Greenburgh, Westchester County, celebrated its ribbon-cutting on March 4. The new, all-electric $25 million development offers quality, affordable homes close to schools, shopping, employment hubs, and public transportation. Over the past five years, New York State Homes and Community Renewal (HCR) has financed more than 5,000 affordable homes in Westchester. One Dromore Apartments continues this effort, contributing to the state’s broader initiative to expand access to affordable housing.

Developed by WBP Development LLC., One Dromore is designed to be affordable for residents earning between 40 and 80 percent of the Area Median Income. The three-story, all-electric residential building is located in the Edgemont School District, providing easy access to restaurants, shopping, health services, and the Westchester County Bee-Line Bus.

Sustainability is a key focus of the development. The all-electric design reduces energy consumption and environmental impact, featuring a photovoltaic solar array system on the roof and electric vehicle charging stations to support the growing use of electric cars. These state-of-the-art sustainability features will lower utility costs for residents while contributing to statewide climate goals.

The project received significant financial support from various sources. HCR contributed $12.7 million in Low-Income Housing Tax Credit equity, alongside $4.9 million from the New York State Housing Trust Fund. Additional funding includes $3.8 million from Westchester County’s New Homes Land Acquisition program and $568,700 from the county’s HOME program. Sustainability-focused financing includes $335,000 in geothermal equity and $115,000 in solar equity. The Community Preservation Corporation and JP Morgan Chase also participated in an $18 million construction loan.

The development benefits from $562,500 in Clean Energy Initiative funding, a partnership between HCR and NYSERDA. This initiative aligns affordable housing development with the Climate Leadership and Community Protection Act’s goal of reducing greenhouse gas emissions by 85% by 2050.

New York State Governor Kathy Hochul said, “One Dromore Apartments will bring the type of affordable housing that families in Westchester County deserve. By investing in sustainable, energy-efficient homes in strong, thriving communities, we are addressing the affordable housing crisis while simultaneously lowering utility costs and improving the climate. This development will provide safe, high-quality homes for working families in one of Westchester’s most attractive communities.”

New York State Homes and Community Renewal Commissioner RuthAnne Visnauskas said, “One Dromore Apartments will provide high-quality, affordable housing in a community with access to transportation, retail, and a range of services that individuals and families rely on every day. This development reflects our ongoing commitment to providing more affordable housing options and creating vibrant, sustainable communities for all New Yorkers.”

Senator Andrea Stewart-Cousins said, “One Dromore, located in the Edgemont section of my district, sets a new standard for sustainable, affordable housing in Westchester. This cutting-edge development, with its green roof, solar panels, and geothermal system, will not only reduce energy costs for residents but also contribute to our state’s climate goals. Through the Clean Energy Initiative, a partnership between HCR and NYSERDA, this project aligns with the Climate Leadership and Community Protection Act. Under my leadership, the State Senate remains committed to securing critical funding for affordable developments, ensuring that we continue to build a greener, more affordable future for all New Yorkers.”

Assemblymember Amy Paulin said, “Congratulations to the One Dromore Road team on the grand opening of a terrific development. Not only does One Dromore provide much-needed additional housing for our area, but as a Passive House building that incorporates geothermal, solar, and a green roof, it is a model building for new construction in our community.”

Westchester County Executive Ken Jenkins said, “Westchester County was proud to allocate significant HOME funds for One Dromore in Scarsdale, a newly constructed four-story building that will provide 45 units of housing to our residents. One Dromore was designed to utilize 100% electric building benefits, all of which will significantly reduce energy costs and have a positive impact on our environment. We look forward to introducing more developments like this one in Westchester, and thank Governor Hochul for her commitment to creating clean, affordable opportunities across the County.”

Greenburgh Town Supervisor Paul Feiner said, “The new affordable housing on Dromore Road is spectacular. Located within walking distance of the Greenburgh Nature Center – the apartments are near shops and restaurants and supermarkets on Central Ave. Close to the Scarsdale train station and bus stops.  I enjoyed the tour of the building–loved the green roof, gym and all the amenities. The affordable housing development provides the tenants with the highest quality of life possible and will make many families smile. The town will do whatever we can to make residents feel welcome and appreciated.”

Edgemont Community Council President Dylan Pyne said, “The opening of One Dromore Apartments marks a significant step toward increasing housing accessibility in our community while maintaining Edgemont’s high quality of life. By integrating sustainable design with affordability, this development aligns with our commitment to fostering a diverse and vibrant community. We welcome these new residents into our community and look forward to ensuring that Edgemont remains a place where families of all backgrounds can thrive.”
